CT logs caught up — logs whose signed tree head equals our ingested position (backlog = 0). CT logs are temporally sharded: a shard outside its expiry window accepts almost nothing, so it can show a large last-advance age while its backlog stays 0 and is fully current. "Ingestion backlog" counts entries a log has published that we have not yet ingested. The published freshness SLA is p95 append-to-query-visible < 15 minutes for the indexed live cohort on tip-following logs (not internal backlog counters, not leftover shard drain, not a global coverage %).
